Michael's step could look long, but that is the only way to fix the
problem I think. Just comment (#) remote_login.... and take comment off
the next time you bounce the database.

Have you tried?

1) stop db
2) make sure your init.ora does NOT have the password file parmaeter
defined.
3) start db
4) create your orapw file, making sure you have file=orapwYOUR_SID
specified.
5) stop db
6) add password parm to init.ora
7) try and start db

I thought of that but it is set when I execute echo $ORACLE_SID. I've
tried deleting the password file and recreating it a few times as well
as resetting my environment however it still looks for the default
password file of orapw not orapwSID

Are you sure that you have ORACLE_SID set? It sounds like it is null.

I am trying to create a test db and it is telling me that the password
file doesn't exist. I've created a orapwSID password file in the
$ORACLE_HOME/dbs/ directory just as I have all of the others with the
same file permissions. The strange thing this time is that it is
looking
for $ORACLE_HOME/dbs/orapw file rather then orapwSID file...any ideas?

I'm using Oracle 9.2.0.7 on AIX 5.3
