Following is what strikes my mind:
1) You have missed a JOIN condition. In your cursor.
2) Your target table is locked (Get some of the realted sessions Killed
by the DBA)

Hi,

Running a procedure againist an oracle database, this is taking more
than 5 hours to process the same and give the output. Any suggestions
please..Earlier, it used to take something like 20 minutes.
