Is this on Windows?
If so make sure the sqlnet.ora file contains
SQLNET.AUTHENTICATION_SERVICES= (NTS)
Instead of
SQLNET.AUTHENTICATION_SERVICES= (NONE)
This is what worked for me.

Hi All,



Got the ORA-01031 when try to login as sysdba. All other logins as sys
work fine. Other databases on server are fine. Recreated password file,
restarted db, reset pass for sys. Can not find in any docs on e-net what
else could help. Please give me an unorthodox idea! Everything else I
already tried:-)



mdb] /opt/oracle/product/10.2.0.1/network/admin > sqlplus [Email Address Removed] as
sysdba



SQL*Plus: Release 10.2.0.1.0 - Production on Tue Aug 1 14:52:32 2006

ERROR:

ORA-01031: insufficient privileges
