Dear all,

Recently, our Oracle 7.3.2.3 was abnormally shutdown.

When I started up the Oracle again, I found that the response is
very slow. Finally, someone suggested to type the "otrccref" command when
the Oracle is up to solve the response problem. And it really works.

Does anyone know why the command work?
