Use Enterprise Manager to "create like" . This is the easiest way.

please query dba_users to find existing users default & temporary
tablespaces.

Query dba_roles,dba_role_privs & dba_sys_privs to get the roles &
provileges granted to existing user.

Then you go...create user .....
