I thought it was environmental at first too but it's not.

I had the same problem in HP/UX.
This is a bug in 10.2.
You need to apply a one-off patch (# 4516865).

It is your environment, my man. The user doesn't have the ORACLE
environment set up. This is got to be the most easiest. What are the
differences between my user and the oracle user?? Answer: Environment
Variables !.

Just installed another ORACLE_HOME(10.2.0.1) on the SUN server. When
logged in as Oracle, everything is fine, but when logged in as other
users and try to invoke sqlplus I get
