you cannot recreate controlfiles from JUST the system tablespace.


Did you lose all of your controlfiles? I am going to assume here that you
had more than one for your database. What does the entry in your
pfile/spfile for control_files= contain? It should list one or more
locations. If they are all gone, what happened?
