I'm not quite sure what you're asking.

Are you saying that you've lost ALL your control files, and you want to
know how to recreate? If so, AFAIK if you've not got a usable copy
somewhere (RMAN?) the only way would be an alter database backup control
file to trace, and then recreate the control file.

OTOH, if you've got multiple control files and one's been deleted and
you want to know how to recreate from the other control file (other
system file?) AFAIK you should be OK to shut the database down cleanly
and copy the control file you've still got to the location of the
missing control file.
