Dear Experts,
I am getting the ORA-01031 after I connect to SQL PLUS as external user.
Please have a look at the following

plmpal03 system [system]:>id
uid=400(system) gid=201(dba) groups=201(dba)
plmpal03 system [system]:>sqlplus /

ERROR:
ORA-01031: insufficient privileges
