Creating Explain Plan?????

Unless I am missing something, explain plan is created for you by the
SQL optimizer. You write the query and then you can look at the explain
plan of it which is generated by the optimizer... You can look up the
explain plan of your query in PLAN_TABLE based on your statement_id
