Michael is quite right that its really not easy everytime to solve slow db response time.
If you are confirm that its not from app side or any network issues are not there .
I think already you checked hit ratio,Library cache hit ratio, if those reflects quite alright then
you might go for query tuning for the application using Explain plan,then Tkprof, on session basis or by enabling autotrace .
whether your DB's are facing RC/RM or not you can check there also as that can also be area for slow response time.
As there are so many reasons.you can go for, so its not a single issue.
So you have to be specific whats are happening there what are exactly happening.
Use your server perf monitor.

Hi Irfan,
Slow response time is not always an easy thing to solve. It could be any
number of things. It might not be either your app or database. You
need to eliminate:
1. Mardy users. We expect our machines to be blisteringly fast all the
time. As our workstations age, they appear slow, in comparison with the
shiny new PCs in the shop. Make sure there really is a problem first.
Sounds trite, but it can happen, and you can waste a lot of time on a
wild goose chase just because someone's a whinger.
2. Network problems. Are response times consistent throughout your
organisation? Are you using all of your available bandwidth? If only
part of your organisation is affected, take a look at the network
topology to look for bottlenecks. Your network guys should be able to
help you with this. Look at usage over the working day.
Done that and there's still a problem? OK, next:
3. Get someone (in fact get several people independently) to show you
what the problem looks like. See what else is running on their
workstations. It could be that their machines are running out of puff.
If it's a database problem, you might see some actions taking a long
time and some being reasonably quick. You can then look into those
transactions. Also, check the time against your network usage figures
from step 2. Do they coincide?
If you can narrow it down like this, you should be able to identify
where to start tuning.

server from previous 4-years. Now a days its creating problem for my
users. They are complaining about their slow speed. Please suggest me
how to find, what is the problem? Either this problem is rising from os
