Michael gave you some good things to check first. Someone else also
mentioned using the Windows Performance Monitor. That is very handy to
help identify in which area the problem might be (disk I/O, CPU or
memory) but that will likely not direct you to the specific problem(s).
If that indicates high swap file activity, you will have to manage the
memory better to avoid that (maybe by reducing the size of the Oracle
SGA, or closing other applications that may be running on the server.
If any of the server's disks are 90% full or more, that could be the
problem.
In the database, it could be many different things:
1. poor or missing indexes
2. chained rows in tables
3. lots of empty space caused by deletes
4. tables, indexes, or tablespaces that are nearly full
etc.

PS - We ran Oracle9 on Windows for two years with a Forms6 application
and we had consistently-good performance with up to 500 concurrent
users. But we have a well-designed and well-tuned custom application
and I have 10 years of experience managing Oracle databases on Windows.
