With the help of 3 views ( v$session_wait, v$system_wait,
v$system_event) . You can drill down the culprit for bad performance.

I have three wait events I am trying to track down the causes for:

Latch: Library Cache
Log File Sync
Log File Parallel Write

Any pointers where I should start looking to try and find a resolution?
