Check your environment variables...
Try adding spfile= or pfile= to your startup command (followed by the
full path and name of your spfile or pfile)

Subject: creating my controlfile
Hello gurus,
I just installed Oracle 10.2.0.2 on my sun 5.10 box and I am having
issues with identifying my controlfile when ever I tried to sqlplus as
sysdba...my question is..since I am installing this out the box would I
need to manually create my controlfiles and if so...how do I go about
doing that?
