I think you should read the administrators guide. You are not saying
what version or platform you are using ?
The parameter PARALLEL_MAX_SERVERS controls the maximum amount of
parallel slaves oracle can use
The parallel_min_servers tells oracle how many slaves to start up, so as
Jagadish say. Check the value so you don't
start to many slaves.
