Oracle requires one semaphone for each process defined in the init{SID}.ora
file. + four more for the brew!...
If processes are 4000 you'll need 4004 sempahore sets to start Oracle.
If there is not a really good reason why you have so many processes defined
you may like to consider downsizing it...

Not sure how many processes you have defined in your init{SID}.ora but maybe
worth checking...
