Don't have a very scientific answer for you. The best I can tell you is
that it depends on how many processes you need. We have a data
warehouse and the processes is somewhere around 150. We have a web
application database with processes set around 600. In the case of the
web application, the application servers can create a maximum of 500
connections so I set the limit high enough to allow that plus some
extra.

The amount of memory needed will depend on how much memory each session
is given. You can set the pga_aggregate_target and then oracle can
advise you about how much better performance would be if you added
additional memory or reduced it. If you don't use pga_aggregate_target,
but instead set the individual parameters, usage will depend on how you
allocate memory for the pga.
