Could not create an environment: OCIEnvCreate returned -1

 

  

Hi DBAs,
There are two database in my server machine,one database's character set is utf8,and the other's is zhs16gbk.
I am trying to connect to the database whose database's character set is utf8 from a client machine.I geting the following error....
 
Error while trying to retrieve text for error ORA-03106
 
but when i am trying to connect to the other database whose database's characterset is zhs16gbk from the same clientmachine,it working successfully.
From my search on the internet I gathered that it is usually due to NLS incompatibilities between the client and server.so i synching the NLS_LANG registry variable on the client and server.I getting the error "Could not create an environment: OCIEnvCreate returned -1" with my asp.net application and "Access violateion at address 02F89B66 in module 'OraClient8.dll' with PLSQLDeveloper.
 
Server is Oracle 9.0.0 on Win2k advance server
Client: Win2k prof, PLSQLDeveloper,oracle8i
 
Please help and suggest other issues that may be causing this error.
