Make sure your PATH environment variable has an entry that points to the
Oracle bin folder that contains the tnsping and sqlplus executables.
Ie. Something like c:\orant\bin or c:\ora92\bin.
Good luck.

Subject: Re - Sqlplus / TNSPING issue
Hi Folks
I am getting an error from windows when I try to instatiate sqlplus or
tnsping from the command line
'sqlplus' is not recognized as an internal or external command, operable
program or batch file.
My windows admin guy messed around with my environmental variables
shortly before I was getting this error.
I tried to set my ORACLE_HOME and TNS_ADMIN variable to no avail.
Plz Help
Martin
