If I make backup for table space system in this case all users who have table space system will backup or what ?

When you take backup of a tablespace, all the datafiles belonging to that tablespace would be backed up. Thus all data in those datafiles.
We cant say that all users having that tablespace will backup but yes, the data for the users which is stored in that tablespace will be included in the backup.
One user can store data in multiple tablespaces.

What is the different between make backup for table space system and make backup for system datafile ?
Taking backup of tablespace = taking backup of all datafiles belonging to that tablespace.
taking backup of datafile = Only that file would be backed up.
