This can only be achieved if your column is defined as char or varchar2 and
not number.

the data you select is number and it stores the value its own way ,but when
you can retrieve the value as you want why you are bothered about storing it
in lpad way ,As per my knowledge of oracle data is stored in the tables as
per their data type structure ,so number field won't allow you to store the
value this way

may be someone has other way of doing so but not in number datatype
