It came with my 10.2.0.x Client and is called sqlldr.exe and resided on
my desktop client (Windows) and is in $ORACLE_HOME/bin. Another DBA will
be installing the Windows Client on her machine in a few minutes. I will
look at the products to be installed and let you know what product
sqlldr is under.

Run the Universal Installer and select custom and install the products
you are missing. Look at the installed products via the Universal
Installer first.

SQLLDR is found under $ORACLE_HOME/bin directory on your Windows Client.
