Yes, SQL*Loader can be installed on a client (but it isn't part of a
typical client install). You have to make sure though that the version
of the client is the same version of Oracle as the database, or you
won't be able to use SQL*Loader successfully. SQL*Plus on the client is
different. You can use SQL*Plus 8,9 or 10 with Oracle8, 9 or 10
databases. But SQL*Loader is much more version-specific.

Run the Universal Installer and select custom and install the products
you are missing. Look at the installed products via the Universal
Installer first.

SQLLDR is found under $ORACLE_HOME/bin directory on your Windows Client.
