Hi,
Have you tried monitored the processes in task manager grouping by the CPU
usage ?
If you clarify that it is 3rd instance, then I would double check your
spfile/pfile to ensure that there is not an error in the parameters such as
SGA,DB_CACHE_SIZE etc.
There has to be a reason why this one is gobbling up all your resources.
If it the same instance ( a copy) try copying the pfile from the 2nd or 3rd
and edit it to the correct db name.

Hello,
I have 3 Oracle (9.2.0.8) instances on Windows, and they are same
testing databases refreshed from one production database. Two of them
are fine, but I got problem with the 3rd. After I open this database,
the CPU is up to 100%, but without it's open, the CPU is only 20%
around. I can not find a good solution and I read everything I can find
including "Diagnosing High CPU Utilization on NT" from metelink, but I
can not identify what's caused this problem. Could anyone provide a
hint here? I really appreciate it.
