system should never be a "sysdba". Only sys or sysman.

Hi,
I am able to connect to sqlplus using "system as sysdba" at Unix prompt
on the server. But I am not able to connect using "system as sysdba" in
sqlplus from my machine on Windows to the same db.
Is it something to do with tnsnames or sqlnet?
Any help is appreciated.
