If the blob is less then 4 KB and stored (in line) that is as part of the table structure then what ever you do to the table object will be done to its blob column.

If the blob is bigger the 4 k then it will be located in external physical segment or if less then 4 kb but kept out of line explicitly (default storage clause is "in line" ) but automatically "thrown out" if bigger then 4 KB )

THEN... no reorganization is done to the external segment .
