Jerry,
Large objects are normally maintained in separate tablespaces in
separate disk drives. If it is already followed, I don't think merely
partitioning your table will make any difference.
Partitioning is done to load balance the disk IO and ease of space
management. If your table is accessed by different sessions based on the
"VALUE" column which contains the number of bytes in the BLOB in a
mutually exclusive manner, then only partitioning may contribute to
enhance the performance...

I wish I had a date, but I don't. It is a third party COTS product.
