You can connect as scott/[Email Address Removed] but not sys/[Email Address Removed] as sysdba?

Do you have a password file $ORACLE_HOME/dbs/orapwd will help you
create it. You may want to check how your remote_authentication init
parameter is set.

Can you tnsping the database you are trying to connect to?

If you are on your PC check the tnsnames.ora file, it should contain a
link to your database.
Also check to see if your PC hosts file it lists the server names.
Can you ping and tracert/traceroute to the server?
Also try sqlplus system/[Email Address Removed] to connect. with a fully
qualified host name hostname.network.com
ie:: sqlplus system/[Email address protected]
Did you figure out how to re-analyze your tables yet?
You can do it from the OEM.
