Once the password file is created, I would set the
remote_login_passwordfile=EXCLUSIVE in the init or spfile which should
then allow the SYS user to connect remotely.

You are getting insufficient privileges. Have you recreated your
password file yet? (this is used when the listener is used. The
listener is used when you use a tnsnames.ora entry such as @sid).
Are you logging in from the client? If so is remote_authentication set
to true in your init file?

All variables are set properly. I am getting ora-01031 error.
My show parameter local show "string"
Connect sys/[Email Address Removed] as sysdba
or
Connect /@sid as sysdba
Or
Connect scott/[Email Address Removed] fails
Some one pointed me right listener is not being used .

Are you connecting as oracle user ? What is the error message ?
probably you haven't ORACLE_HOME and ORACLE_SID env variables set.
If you are in unix as oracle owner you can enter as sqlplus "/ as
sysdba"
