You can use any version of OEM that is 9.2.0.8 or higher. Higher
versions of OEM can always works with lower version of the database
(within limits), but the reverse (a lower version of OEM with a higher
version of the database) is not recommended nor usually supported.

And just FYI, you don't "need" OEM to manage Oracle9 (regardless of the
O/S). It is possible to manage Oracle9 with SQL*Plus on a client and a
command-line interface on the server.
