If you have metalink access, see bug number 646115.
Symptoms you describe look like it could be this bug. The note states:
"LGWR is waiting on Process 11 which is LCK0 process. This LCK0 is then
waiting on RT lock with the event of 'DFS enqueue lock acuisition'. It
seems to wait on some message from DLM. This has been happening for
more than a couple times so far, and it only happens on Oracle7.3.2.3
and DLM1.3."
And "The problem disappered by DLM fix patch."

after a shutting down abort , i trying to startup but i got the
following error :

SVRMGR> startup
ORACLE instance started.

any suggestions please.
