If you mean copy Unix files onto Windows host, create Oracle services, then startup the instance with the Unix datafiles, no (or at least not without a fair amount of hacking).

If you're thinking of tablespace transport in Oracle10g, it is supposedly possible (I've never done it, but I've heard horror stories from colleagues who tried and claimed it didn't work).
