I have an Oracle 8.1.7 database that is running on NT 4.0. When I try to
connect in SQL*Plus I am getting this error;

ORA-12500: TNS:listener failed to start a dedicated server process

When I go to the server to try and log into svrmgrl I get

TNS-12540 TNS:internal limit restriction exceeded

The database is up and running but no new connection can be made. Anyone
see this before?? Any hints on what I can do??
