Hi,
Now you are questioning about the basic strength of Oracle...lol...
Of course multiple users can connect to the instance...there is nothing
you need to configure in the Listener because the service might be
already registered with the Listener ...
You just need to add the appropriete TNS entries in each of the users
machines, where oracle client is installed.

There are multiple solutions:
1. You can create different schemas within the same database. Developers
will connect to the same database and work with the schema of their
interest.
2. If solution-1 is not applicable then you can create multiple
databases in the same server. All of them will have their own instance
and the developers may connect to the required instance.
I did not understand your point of concerning about the huge increase of
number of developers in the future, unless you are going to create new
databases for the new users. Is this really a requirement like that??

We want to use oracle as back end for development environment.
We want a centralized location, where all the developers can have their
respective database. Now the problem is one oracle instance can connect
with only one database. We wants instances should be automatically start
when a developer wants to connect with one database. In future the no.
of developers could be increased by a huge no. also. So how and which
type of configuration will be suitable for this types of requirements.
