The error message seems clear. It is complaining about the package
itself. One of two things is possible. There is no public synonym to
the object
Sys.utl_file, or no permissions to the user for execute on the object.
Of course, both could be involved.

The only possible glitch I see is that maybe you were not granted a
privilege to the file you are accessing. Otherwise, I am likewise
stumped as everything here seems to be in order.
