I've had this before a couple of times -- especially when I've upgraded
or done something to invalidate the Windows service that should be
running.

The first thing you should do is check your database services -- the
start mode, etc. I usually just delete my service and create a new one.
Sometimes you can stop and start the listener and this will fix it, and
sometimes you have to recreate the Windows service.

Seems to me the instance is either not up and running or the client
can't find it.
Is the SID configured in the tnsnames.ora ?

Can you tnsping SID ?
