In your external table creation scrip, just replace the clause:

fields terminated by ','

With:

fields (
JAN position(2:5) VARCHAR2(4 BYTE),
FEB position(9:18) VARCHAR2(10 BYTE),
JAN position(22:29) VARCHAR2(8 BYTE)
)
