Try this command
emctl start dbconsole
if its already started then
emctl stop dbconsole
and then start

Subject: OEM throwing Page Cannot be Displayed!

Hello Experts

I kept my computer in Domain but after i kept it in domain the OEM
throws Page Cannot be displayed error. I also changed my URL from
http://computer_name:1152/em to http://computer_name.domain_name:1152/em
but still doesnt work.

Please help.
