It shouldn't. However, if you do any extproc calls, you will likely
need them at least periodically.

Subject: revoking create library privileges from dba and sys

An audit tool that I am using to scan my production database for
vulnerabilities has identified the create and alter library privilege as
a high vulnerability. I would like to fix it. However, the tool is
recommending that I revoke create library, alter library, create any
library and alter any library privileges from DBA and SYS. Does anyone
know if revoking these privileges will break anything in my database?
