You start it up - if your having major problems with basic processes
failing creating a user is relatively low on your priority list
Or you could RTFM but given that the questioner didn't know how to
create a user which is a pretty basic bit of sql and also didn't know
where to look to find the method in the documentation or on metalink
then I thought an alternative method that would get the user created and
allow him to view the command line syntax would be a little bit more
helpful :)
