If this is 10g, I believe FGAC will work. (Fine Grain Access Control I
believe)

I have not been impressed with Oracle's auditing facilities at all, and
have come up with a novel solution (my own humble opinion) to audit
sessions for particular users within the DB. Do you need to set this up
going forward, or are you trying to investigate who has already issued
DML to a particular table?

If the latter, you might be able to mine the logs using LogMiner, but
this is a rather cumbersome and tedious process...
