Is this a production DB?
If it is, don't kill the locking process until you know what the process is
, what it's doing, why it's still there, and what the consequences of
killing it may be.
99.9% of the time, locks are there for a very good reason, to protect the
integrity of your data and the data dictionary.
However, it may be you've got a redundant lock lying around from a dead
process, in which case you can kill it.
If it's test or dev DB, then trash it.....
The worst that can happen is that you get practice recovering a DB :-)

Run below query you will get Locked Session Id and kill that session
it's enough no need to restart your database.
select l1.sid, ' IS BLOCKING ', l2.sid
from v$lock l1, v$lock l2
where l1.block =1 and l2.request > 0
and l1.id1=l2.id1
and l1.id2=l2.id2;
