Really this is sort of semantics thing. You don't have to stop the
database. You can just close it. There are after all alter database
close, alter database dismount, and the reverse, alter database mount,
alter database open. Dismount is virtually useless. If you go all the
way to dismount, you will be required to complete the shutdown prior to
remounting or will get the ora 750.
However, no one can connect either way so the database is inaccessible.
That is a very minor difference that I think would only be relevant if
you had a wager riding on the question. When a db is closed, but still
up, it is in mount state.

I don't think that ASM makes any difference for turning archivelog mode
off or on. You need to shut the instance down (the main instance, not
the ASM instance) then do "startup mount", then "alter database
noarchivelog", then shutdown, then a normal startup.
