TASK: Load Balancing

We have production database hardly 100 to 150 user will login to our database. Now we got new project for the i wat to check Load balancing for 15000 user.

NOTE : we don't have any load balancing software to check.

MY Question is : How we can check load balancing for 15000 user?
We have to use load balancing software?
Do we have any other way to find out?

Pals replay me as soon as possible i wat to give report to manager.
