impossible to say, because there are million ways to find out.
What changes on the database are done?
For example, missing or old indexes can cause such a issue, or missing statistics, or whatever.
Further it is hard to say, because noone knows your procedure, what it does etc.
Maybe you should try to run statspack, which can give you an overview of your database, and try to analyze you sql-statements within you procedure with help of autorace (i.e. SET AUTOTRACE ON EXPLAIN).

Hi gurus,
I have executed a procedure it took more than 1 hour. How to find out why
the database is so slow. Earlier same procedure took only 2 to 3 sec.
