Maybe securing the agent might resolve issue.
Command is the following:
$AGENT_HOME/bin/emctl secure agent
Note: You'll be prompted to enter sysman password

Subject: OEM GRID and Oracle 10g XE
I have Oracle 10g XE installed on a gateway system and I wanted to use
OEM GRID (10.2.0.3) to monitor it as well as the other 10g database I
have on other platforms. I have the agent installed on the host
platform (Fedora 7) and the host/database information shows up in OEM
GRID. However, I cannot get any metrics on the database. I believe
this is due to the lack of SYSMAN and the EM pieces with the XE product.
Has anyone here got OEM GRID to work with an XE database?
Though I'd ask.
