Please check the logs in a directory %ORACLE_HOME%\<HOST>_<SID>
The "manual" procedure is to manipulate DBCONSOLE:
+ First define the variables ORACLE_SID and ORACLE_HOME
+ Then check the status (running or not, which port) with :
%ORACLE_HOME%\bin\emctl status dbconsole
To start:
%ORACLE_HOME%\bin\emctl start dbconsole
To stop
%ORACLE_HOME%\bin\emctl stop dbconsole
In Windows you normally also have a service to manipulate DBCONSOLE.
This is easy if everything succeeds as expected. I would advise you to
use the manual procedure in case of problems.
