I asked a similar question about a month ago. We are currently using 9i, and asked about moving directly to 11g. I consulted with our Oracle reps, and asked them to put me in touch with ANY customers who have migrated directly from 9i to 11g. The best they could do was send me a link to the Oracle docs on how to migrate from 9i to 11g. I told them I already had that, and that's not what I asked for. They said they'd get back to me . . . I'm still waiting. That's not a good sign, in my mind.
I've talked it over with other DBA's, and the consensus is that 10g is safer at the moment. 11g is still on Rev 1, and none of them wanted to be a guinea pig for Oracle.
Still, 11g has a lot of nifty new features...
