How does one seperately start a listener? You have lsnrctl start and that is it, right?

Check for TNS_ADMIN env variable in env. pointing to your new home tns
admin dir
Otherwise
create another listener (not default listener) in yhe listener.ora file
and seperately start listener. You can also specify different port your
own listener,
