Sounds like you ought to use a restore from a backup on the
oracle_home... Assuming they have one.

Hello Gurus,

There's a customer center where 1st SAN went down &
then a cascade effect happened. All boiled down to me
when the customer DBA told me that the oracle binaris
are corrupt or missing. I sudo'ed( I have root access)
to the box & su'ed to oracle & attempted to start
instance. from server manager, it gave me this error.

ORA-12709: error while loading create database
character set

Upon investigation, found that ORA_NLS33 variable
needs to be set to
ORA_NLS33=$ORACLE_HOME/ocommon/nls/admin/data
export ORA_NLS33

That didn't work. To my SHOCK I found no such admin
directory under $ORACLE_HOME/ocommon/nls. There are
only demo & mesg directories under
$ORACLE_HOME/ocommon/nls/

I think a restore of these directories may help but I
don't have any way to find out WHAT ALL DIRECTORIES
ARE MISSING.....PLEASE HELP!!!! This is urgent...
